Instituto Trajetórias and Goiás: understanding the partnership for scholarships

Instituto Trajetórias and the State of Goiás have signed a technical cooperation agreement to enable 150 study scholarships for talented individuals from Goiás over the next five years (starting in 2026).
They will include:
75 scholarships for the general public
75 scholarships for public servants
The first calls for applications are expected to be launched starting in February.
“Brazil needs to have the ambition to internationalize its human capital. States play an important role in this mission, and Goiás wants to send more people from Goiás to study at the world’s leading universities. We believe that talented individuals from Goiás should have the opportunity to learn at the world’s top centers and bring that knowledge back to the state,” says José Frederico Lyra Netto, Secretary of Science, Technology and Innovation.
What the agreement says
Regarding scholarships for the general public, the Instituto Trajetórias–Goiás agreement provides benefits to 75 candidates over five years in areas considered strategic priorities for the State.
The partnership is part of Goiás Pelo Mundo, a state government initiative aimed at the internationalization of human capital.
In the case of state public servants, the program will include paid leave. This initiative is unprecedented. Further details will be provided in the official calls for applications.
The agreement highlights that the internationalization of Brazilian science remains highly concentrated both regionally and socially. Data from Capes, CNPq, and UNESCO show that academic mobility flows in Brazil predominantly benefit students from the South and Southeast regions, from high-income families, and from well-established private institutions. The goal is to democratize access to master’s degree programs abroad at universities of excellence.
The Instituto Trajetórias model
In just two months, between October and December 2025, the Institute signed cooperation agreements enabling 530 study scholarships for Brazilian talents over the next five years. The model is supported by state and municipal governments, Enap (the national school of public administration), and international universities.
In addition to enabling scholarships in partnership with states and municipalities, Instituto Trajetórias negotiates tuition fee discounts with leading international universities and offers student loans under better-than-market conditions through a banking partner.
With this flexible combination of financial support, the Institute allows each student to build the funding solution best suited to their profile.
When the calls for scholarships and financing supported by Instituto Trajetórias are published, candidates must submit their applications to the Institute, following the established procedures.
Those who already hold an offer for a master’s degree from partner universities and are selected by Instituto Trajetórias and national partners will be eligible for a scholarship or financing.
Funds are transferred directly to students, who must provide proof of proper use in accordance with the rules to be detailed in the call for applications.
