Instituto Trajetórias and Enap: understanding the partnership for scholarships

Instituto Trajetórias and Enap -- the National School of Public Administration -- have signed a technical cooperation agreement to enable 150 federal civil servants to pursue master’s degrees at universities and centers of excellence abroad over the next five years (starting in 2026).
The first calls for applications are expected to be launched in February.
“Enap and Instituto Trajetórias share a powerful belief: that knowledge is a path to transformation. When this knowledge is connected to practice and translated into public policy, it becomes a force for social change. We are talking about broadening horizons, developing leadership, and renewing the Brazilian public service through lived experiences and international learning,” said Betânia Lemos, President of Enap.
What the agreement provides
The agreement between Instituto Trajetórias and Enap is expected to benefit 150 candidates over five years, in areas considered priorities for the federal government.
Federal civil servants will be granted paid leave. This initiative is unprecedented. Further details will be outlined in the calls for applications.
In addition to directly benefiting scholarship recipients, the cooperation aims to strengthen Enap’s international engagement and expand networks for academic cooperation, applied research, and joint training with leading foreign universities.
The Instituto Trajetórias model
Over a two-month period, between October and December 2025, Instituto Trajetórias signed cooperation agreements providing for 530 scholarships for Brazilian talents over the next five years. The model is supported by states, municipalities, Enap, and international universities.
In addition to enabling scholarships in partnership with states and municipalities, Instituto Trajetórias negotiates tuition fee discounts with leading international universities and offers student loans on more favorable terms than those available on the market, provided through a banking partner.
Through a flexible combination of financial support, the Institute allows each student to build the financial solution best suited to their profile.
When the calls for scholarships and financing enabled by Instituto Trajetórias are published, candidates must submit their applications to the Institute, following the established procedures.
Those who secure a master’s degree offer from partner universities and are selected by Instituto Trajetórias and national partners will be eligible for scholarships or financing.
